for the year of such borrowing, and remaining uncollected
at the time of such borrowing, and to evidence each such
borrowing by the promissory note or notes of said Mayor
and Council of Snow Hill. Such resolution shall determine
the amount of the borrowing, the number, amount and ma-
turity date of the note or notes to be issued, the rate of
interest to be paid thereon, the place of payment and the
officials who shall sign said note or notes, on behalf of said
Mayor and Council of Snow Hill and shall further provide
for inclusion in the next succeeding levy of taxes by said
Mayor and Council of Snow Hill of an amount sufficient to
pay in full the principal and interest of any such note or
notes not theretofore paid; and provided further that the
issue and sale of any such note or notes shall be exempt
from the provisions of Sections 35 and 36 of Article 31 of
the Code of Public General Laws of Maryland (1939 Edi-
tion).

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three-fifths (3/5) of all of the members elected
to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its
passage.

(Senate Bill 52)

AN ACT to repeal and re-enact, with amendments, Sec-
tions 304, 305, 306 and 307 and to repeal Section 308 of
Article 24 of the Code of Public Local Laws of Maryland
(Flack's 1930 Edition), title "Worcester County, " sub-
title "Snow Hill, " pertaining to appointment of one per-
son as Tax Collector-City Clerk of Mayor and Council of
Snow Hill, defining his duties and changing the amount
of his bond, to re-define the duties of the Secretary-
