and prescribing and relating generally to the procedure
for civil and criminal enforcement of orders for the
support of dependents.
WHEREAS, at the 1950 Session of the General Assembly,
a new Article 89C was added to the Annotated Code by
Chapter 13 of the Acts of 1950 for the purpose of estab-
lishing reciprocal procedure for civil proceedings to com-
pel the support of dependents; and
WHEREAS, similar Acts have been passed in at least a
dozen other 'States within the past three years; and
WHEREAS, the voters of Maryland in November 1950
adopted a constitutional amendment to clarify any consti-
tutional doubts about the power to enact such legislation;
and
WHEREAS, after the passage of the Act of 1950 some
question arose as to whether the law as enacted could
apply to Baltimore City; and
WHEREAS, since the 1950 Session of the General Assem-
bly the Council of State Governments and the National
Conference of Commissioners on Uniform State Laws have
participated in the preparation of a Uniform Reciprocal
Enforcement of Support Act which they are recommend-
ing to the several States in lieu of the type of Act passed
in Maryland in 1950; and
WHEREAS, it would be desirable for Maryland to enact
such uniform legislation in order that this State may take
full advantage of the reciprocal relationships among all
the States which are cooperating in the mutual enforce-
ment of support orders; now therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Chapter 13 of the Acts of the Regular Session of
1950, said Act adding a new Article 89C to the Annotated
Code of Maryland, under the title "Support of Dependents",
be and it is hereby repealed and that a new Article 89B be
and it is hereby added to the Annotated Code of Maryland
(1939 Edition and 1947 Supplement), said new Article to
be known as Article 89C, to be under the title "Support
of Dependents, " and to stand in the place and stead of the
Article so repealed, and to read as follows:
