said publication to be during the period from November 1 to
November 21 in each year. Copies of the proposed Budget shall
be available for public inspection in the County Commissioners'
office. The County Commissioners shall hear any taxpayer in
the Commissioners' office during regular meeting days on the
proposed budget between November 1st and November 21st in
each year, and such hearing shall be open to the public.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

(House Bill 214)
AN ACT to repeal and re-enact, with amendments, Sections
30, 41 and 45 of Article 77 of the Annotated Code of Mary-
land (1939 Edition and 1947 Supplement), title "Public
Education", sub-titles "Chapter 3A. State Superintendent
of Schools", and Chapter 4. County Board of Education",
relating to the building and acquisition of school property
in Baltimore County and to the ownership and disposition
of such property.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 30, 41 and 45 of Article 77 of the Anno-
tated Code of Maryland (1939 Edition and 1947 Supplement),
title "Public Education", sub-titles "Chapter 3A. State Super-
intendent of Schools", and "Chapter 4. County Board of
Education", be and they are hereby repealed and re-enacted,
with amendments, to read as follows:
30. The state superintendent of schools shall, subject to the
rules and regulations of the state board of education, pass
upon all proposals for the purchase of ground, school sites or
buildings, or for the sale of the same, and also upon all plans
and specifications for the remodeling of old school buildings
or the construction of new school building^ costing three hun-
dred dollars ($300) or more. In case the construction is to be
done by the county board itself, it shall be illegal for the
