SEC. 5. And be it further enacted, That Chapter 26 of the
Acts of 1950 be and it is hereby repealed.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 33
(House Bill 209)
AN ACT to repeal Section 47 of the Code of Public Local Laws
of Baltimore County (1948 Edition), being Article 3 of the
Code of Public Local Laws of Maryland, title "Baltimore
County", said section being under "Title 4. County Com-
missioners", and under the sub-heading "Budget", and to
enact in lieu thereof a new Section 47, said new section to
stand in the place and stead of the section so repealed, re-
lating to the notice to be given by the County Commissioners
of Baltimore County of the proposed adoption of the Budget
and relating to the availability of copies of such Budget
for inspection.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 47 of the Code of Public Local Laws of
Baltimore County (1948 Edition), being Article 3 of the Code
of Public Local Laws of Maryland, title "Baltimore County",
said section being under "Title 4. County Commissioners" and
under the sub-heading "Budget", be and it is hereby repealed
and that a new Section 7 be and it is hereby enacted in lieu
thereof, to stand in the place and stead of the section so re-
pealed, said new section to read as follows:
47. Prior to the adoption of the Budget each year, the County
Commissioners shall publish a summary of the proposed Budget
twice in each of two local newspapers of Baltimore County,
