Treasury but shall be used for the benefit and instruc-
tion of the Organized Militia and to authorize the De
-
partment of Militia to acquire and improve land and
construct buildings for the benefit and instruction of
the Organized Militia.

AN ACT TO AUTHORIZE THE SALE, TRANSFER OR
GRANT OF CAMP RITCHIE TO THE UNITED
STATES, AND TO PROVIDE THAT THE PROCEEDS
RECEIVED THEREFOR SHALL NOT REVERT TO
THE GENERAL TREASURY, BUT SHALL BE USED
FOR CAPITAL ACQUISITION OR IMPROVEMENTS
AS THE BOARD OF PUBLIC WORKS MAY DETER-
MINE.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That:

(a) The Department of Militia, with the approval of the
Board of Public Works, is hereby authorized to sell, trans-
fer, exchange, grant or otherwise dispose of the State mili-
tary reservation known as Camp Albert C. Ritchie, located
in Washington County, to the United States or any agency
thereof in the manner prescribed by Section 8B of Article
78A of the Annotated Code of Maryland (1947 Supple-
ment).

(b) The proceeds of any such sale, transfer or grant
shall be
used, alone or together with any other funds which
may become available for such purposes, by the Depart-

ment of Militia, with the approval of the Board of Public

Works, for the acquisition of land, buildings, equipment,
new construction or other capital expenditures for the

benefit and instruction of the Organized Militia of the
State of Maryland and shall not revert to the General

Treasury but shall be carried in a capital account by the

Treasurer until so expended or until reappropriated to
some other purpose by subsequent legislative action.

(B) SO MUCH OF THE PROCEEDS OF ANY SUCH
SALE, TRANSFER OR GRANT, AS THE BOARD OF
PUBLIC WORKS MAY DETERMINE ARE NECES-
SAEY AND APPROPRIATE, SHALL BE USED ALONE
OR TOGETHER WITH ANY OTHER FUNDS WHICH
MAY BECOME AVAILABLE FOR SUCH PURPOSES
BY THE DEPARTMENT OF MILITIA, WITH THE
APPROVAL OF THE BOARD OF PUBLIC WORKS,
FOR THE ACQUISITION OF LAND, BUILDINGS,
EQUIPMENT, NEW CONSTRUCTION OR OTHER
CAPITAL EXPENDITURES FOR THE BENEFIT AND
