section or sections or part or parts thereof to be ineffective
or unconstitutional for any cause, shall not be deemed to
affect any other section or part thereof.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(Senate Bill 4)
AN ACT to repeal and re-enact, with amendments, Section 1
of Article 56 of the Annotated Code of Maryland (1947
Supplement), title "Licenses", sub-title "Mode of Issuing—
General Provisions", providing that the fees for the issuance
of licenses after the 1st of May shall be on a quarterly basis.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1 of Article 56 of the Annotated Code of
Maryland (1947 Supplement), title "Licenses", sub-title "Mode
of Issuing—General Provisions", be and the same is hereby
repealed and re-enacted, with amendments, to read as follows:
1. All licenses for selling goods and chattels shall be granted
by the Clerks of the Circuit Courts for the counties and the
Clerk of the Court of Common Pleas in the City of Baltimore,
except where a different mode is especially provided, but they
are hereby expressly forbidden to date any such license other
than the first day of May in each and every year, except when
the trader engages in business in any other month subsequent
to May first, when such license shall be issued from such
month and a ratable sum on a quarterly basis shall be charged
therefor. No such license shall be issued by the Clerks of the
Circuit Courts for the counties and the Clerk of the Court of
