720 LAWS OF MARYLAND [CH. 277

131. The Commissioners shall meet at their principal office
at 8 P. M. on the first Monday of each and every month for
transaction of the general business of the Town, and at such
other times and places as they shall think necessary. The
Mayor shall preside at all meetings of the Commissioners
unless prevented by sickness or reasonable cause, but, if
absent, the remaining Commissioners may select a President
pro tempore who shall preside and act in the same manner
and to the same extent as the Mayor could act if present. The
presiding officer shall sign all by-laws and ordinances of said
Board of Commissioners. The favorable vote of three Com-
missioners shall be necessary for the passage of any measure.

132 The Secretary shall keep a record of the proceedings
of the Commissioners in a book to be provided by them for that
purpose, which shall at all reasonable times be open to the
inspection of any citizen of said town, and shall perform such
other duties as the Commissioners may require.

133. The Treasurer shall be appointed and before entering
upon the duties of his office shall give bond to the State of
Maryland with good and sufficient surety to be approved by
the said Commissioners in such penalty as the Commissioners
shall prescribe conditioned for the faithful performance of the
duties of the office of Treasurer, to the said Commissioners
of Denton, a body corporate, and that he will well and faith-
fully receive, account for and disburse all monies placed in
his hands or received by him for the use of the said corpora-
tion, according to law and the orders of the Commissioners and
shall well and truly pay over to his successor in office or to
the order of said Commissioners all said monies and shall
perform all of the duties of his office according to law and the
ordinances of said Commissioners. He shall keep full and cor-
rect accounts of all monies received by him with the sources
from which the same were received and the date of such
receipts and of the disbursements made by him with the dates
of such disbursements and the person or persons to whom and
on what account the same were made. The Treasurer shall
perform such other duties as the Commissioners shall require.

134. The Commissioners of Denton shall have power:

(a) to select as the subjects of Town taxation such classes
of personal property, of land, or improvements on land, assess-
able under Article 81 of the Public General Laws of Maryland,
as it may deem wise; and

(b) to fix the rate and levy annually as of the same date of
finality as is or shall be employed by the County Commissioners
