thorizing the conduct of a private detective business or the
business of a private detective or investigator, shall continue
in force until the expiration thereof and thereafter all licensees
shall comply with all provisions of this act, but such licensees
in all other respects shall be subject to all the provisions of
this sub-title.
90. Enforcement through Department of State Police.
The superintendent is hereby authorized to use such mem-
bers of his department as he may deem necessary to enable
him to carry out the provisions of this sub-title and to enforce
compliance therewith.
91. Violation of sub-title as ground for revocation of license.
(a) A violation of any of the provisions of this sub-title shall
be cause for revocation of any license issued hereunder, not-
withstanding that the same violation may constitute a mis-
demeanor.
(b) Any person who shall violate any provisions of this
sub-title shall be guilty of a misdemeanor and upon conviction
thereof may be fined not more than One Thousand Dollars
($1, 000. 00) or imprisoned not more than one (1) year, or both.
91 A. Hearings; Appeals.
(a) The superintendent shall not refuse to renew a license
or suspend or revoke a license until he shall have conducted a
hearing thereon and afforded the licensee or person who would
be affected thereby an opportunity to be heard. Said hearing
shall be preceded by at least ten days' written notice setting
for the time, place and date of the hearing and the matters
to be considered. The person or licensee shall have the right
to be present, in person or by counsel, to present evidence, to
cross examine witnesses and to make such defense as he or
it may have. Upon the application of any person denied a
license, a like hearing shall be conducted with respect to such
denial.
(b) Any person aggrieved by any decision of the superin-
tendent, after a hearing, in refusing to issue or renew a license,
or revoking or suspending a license shall have the right to
judicial review thereof, which review shall be without the in-
tervention of a jury, by appeal to the Circuit Courts for the
several counties or the Baltimore City Court, as the case may
be. Said review shall be had on the record and proceedings
before the superintendent, which shall be certified to the Court
by the superintendent within fifteen days after service on the
