of said debt by the application of receipts of special assess-
ments or taxes collected and received as hereinbefore provided
and allocated from said "Fairlawn" District. Provided further
that at no time shall the Mayor and City Council be obligated
for a greater amount than [$400, 000] $700, 000 for monies
borrowed under this subtitle.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 249
(House Bill 399)
AN ACT to repeal and re-enact, with amendments, Section 2
of Article 19 of the Code of Public Local Laws of Maryland
(1930 Edition), title "St. Mary's County", sub-title "Alms-
house", as said section was amended by Chapter 324 of the
Acts of 1941, authorizing an increase in the payments for
the maintenance of inmates of the County Almshouse.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 2 of Article 19 of the Code of Public Local
Laws of Maryland (1930 Edition), title "St. Mary's County",
sub-title "Almshouse", as said section was amended by Chapter
324 of the Acts of 1941, be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
2. The County Commissioners may annually at their first
regular meeting in June, or as soon thereafter as practicable,
let said Almshouse and other property to such person as they
may deem fit, and the said Commissioners may, in their dis-
cretion, provide for the maintenance and support of such
paupers as may be inmates of said Almshouse, or those who
thereafter may be committed thereto, at a cost not exceeding
[two] three hundred dollars each per annum.
