PROPOSAL BY CHARTER COMMISSION

97. The council may by ordinance authorize and direct
the mayor to appoint a charter commission to amend this
charter or propose a new charter. Any charter amendment
or new charter proposed by a duly constituted charter com-
mission shall be submitted by the council, without change
or modification, to the voters of the Town of Friendsville
at a special election before the next succeeding general
election or at the next succeeding general election, provided;
that such charter amendment or new charter shall be sub-
mitted to the council at least sixty days before any general
election at which such amendment or new charter is to be
submitted to the voters.

ADVERTISEMENT

98. The council shall authorize, at town expense, an
advertisement of any charter amendment or new charter
to be published in at least one newspaper of general circu-
lation in Garrett County at least once a week for four
weeks immediately preceding an election at which such
amendment or new charter is to be voted on. This adver-
tisement shall contain the date of the election and a true
copy of the proposed amendment or new charter, or a true
and unbiased description of the subject matter concerned.
Such advertisement shall be made for all amendments,
whether proposed by the council or by a charter commis-
sion.

APPROVAL

99. A charter amendment, however proposed, shall be-
come a part of this charter when approved by a majority
of the voters voting thereon. Such amendment, when ap-
proved, shall have the force of law, subject to the Consti-
tution and general laws of the State of Maryland.

ARTICLE XIV

LEGALITY
SAVING CLAUSE

100. The enumeration of particular powers in this
charter shall not be held or deemed to be exclusive, and
the town shall have such other powers as are incident to
those specifically mentioned or as are a necessary conse-
quence of the powers herein conferred. In addition to the
powers enumerated in this charter, the town shall have
