WOMEN

93. Women shall be eligible for all municipal offices
provided for in this charter if they have the same qualifi-
cations required herein for men. Whenever the masculine
gender has been used as to any such offices it shall be con-
strued to include the feminine gender.

MISDEMEANORS

94. Every act or omission designated as a misdemeanor
in this charter, unless otherwise provided, shall be punish-
able upon conviction before any trial magistrate or in the
Circuit Court for the county within which the offense is
committed by a fine of not exceeding one hundred dollars
($100. 00) or imprisonment for thirty days in the county
jail, or both, in the discretion of the court or trial magis-
trate. The party aggrieved shall have the right of appeal
as is now provided under the general laws of the state
Where the act or omission is of a continuing nature and
is persisted in, in violation of the provisions of this char-
ter or of any rules or regulations formulated hereunder, a
conviction for one offense shall not be a bar to a conviction
for a continuation of the offense subsequent to the first
or any succeeding conviction.

ARTICLE XIII
CHARTER AMENDMENTS
AUTHORIZED

95. Amendments to this charter may be made as here-
inafter provided, and such amendments shall have the
same force of law as if they had been enacted by the Gen-
eral Assembly of the State of Maryland. The word "amend-
ments" as used in this article shall include alterations and
additions.

PROPOSAL BY COUNCIL

96. Amendments may be proposed by a majority vote
of all the members of the council. The mayor shall not
have the power to veto an amendment ordinance. The ordi-
nance proposing an amendment shall provide for an ex-
pression of the will of the qualified voters at a special or
the next succeeding general election. Special charter
amendment elections shall be administered as other elec-
tions. Charter amendments shall enact a new section or
sections, or they shall repeal a section or sections of the
charter and re-enact the same as amended.
