QUALIFICATIONS
20. The mayor must have resided in the Town of
Friendsville for at least three years immediately preceding
his election, and must be a qualified voter of the town.
SALARY
21. The mayor shall receive a salary of fifty ($50. 00)
per year for his services.
POWERS
22. (a) The mayor shall see that the ordinances of the
town are faithfully executed and shall be the chief execu-
tive officer and the head of the administrative branch of
the town government. The mayor shall be responsible for
the administration of the town's affairs to the council and
to the voters of the town.
(b) The mayor, with the advice and consent of the coun-
cil, shall appoint all the officers and employees of the gov-
ernment of the Town of Friendsville as established by this
charter or by ordinance of the council. All officers and
employees so appointed shall serve at the pleasure of the
mayor.
(c) The mayor shall have the power to veto ordinances
passed by the council as provided in Section 16.
(d) The mayor annually shall prepare or have prepared
a budget and submit it to the council. He shall be respon-
sible for the administration of the budget as adopted by
the council.
ARTICLE IV
GENERAL POWERS
ENUMERATION
23. The Town of Friendsville shall have the power:
(a) Amusements. To provide in the interests of the
public welfare for the licensing, regulating, or restrain-
ing of theatrical or other public amusements.
(b) Buildings. To make reasonable regulations in re-
gard to buildings to be erected in the town, and to grant
building permits for the same; to formulate a building
code and a plumbing code and to appoint a building1 in-
spector and a plumbing inspector, and to require reasonable
charges for permits and inspections; to regulate and re-
