PRESIDENT OF THE COUNCIL
9. The council shall elect one of its members to serve
as president of the council. The president of the council
may vote on all issues coining before the council. The
council shall also elect a vice-president of the council who
shall act as president in the absence of the president.
MAYOR
10. The mayor may attend all council meetings and
take part in the discussion. The mayor shall have no vote
on any matter except when the council is equally divided,
in which case he shall cast the deciding vote.
QUORUM
11. A majority of the council shall constitute a quorum
for the transaction of business, and a majority of those
present shall decide any question unless otherwise pro-
vided in this charter.
PROCEDURE
12. The council shall determine its own rules and order
of business. It shall keep a journal of its proceedings and
enter therein the yeas and nays upon any question, reso-
lution, or ordinance if required by any one member. The
journal shall be open to public inspection.
VACANCIES
13. Vacancies in the council shall be filled as herein-
after provided.
DEPARTMENTS
14. The council by ordinance may create, change, and
abolish offices, departments, or agencies, other than the
offices, departments, and agencies established by this
charter. The council by ordinance may assign additional
functions or duties to offices, departments, or agencies
established by this charter, but may not discontinue or
assign to any other office, department or agency any func-
tion or duty assigned by this charter to a particular office,
department, or agency.
SALARIES OF OFFICERS AND EMPLOYEES
15. The council shall fix the salaries of all officers and
employees of the Town of Friendsville, except the salaries
of councilman and the mayor.
