ordinances providing for the issuance of additional certifi-
cates of indebtedness authorized by the provisions of Chap-
ter 560 of the Laws of Maryland of 1920, as amended by
Chapter 242 of the Laws of Maryland of 1929; authorizing
the Mayor and City Council of Baltimore, by ordinance, to
dissolve the Port Development Commission of the City of
Baltimore and to transfer to the Port of Baltimore Commis-
sion all of the power and authority which has been conferred
upon the Port Development Commission of the City of Balti-
more; conferring certain power and authority upon the
Port Development Commission of the City of Baltimore and
the Mayor and City Council of Baltimore relative to the
disposition of certain property and rights held by the Port
Development Commission of the City of Baltimore; author-
izing the Mayor and City Council of Baltimore to transfer
all appropriations or funds heretofore made to, or for the
account of, the Port Development Commission of the City
of Baltimore to, or for the account of, the Port of Baltimore
Commission when the last named Commission has been
created; providing that nothing contained in this Act shall
repeal, amend, alter, modify or affect in any manner, except
to the extent specifically and definitely set forth in this Act,
(a) certain stock or certificates of indebtedness heretofore
issued by the Mayor and City Council of Baltimore, (b) the
power of said municipality to issue and sell certain unissued
stock or certificates of indebtedness heretofore authorized,
(c) any act or legal instrument heretofore done or entered
into by said municipality or certain of its agencies, or (d)
certain powers, duties or functions of the Mayor and City
Council of Baltimore or certain agencies thereof; and declar-
ing this Act to be an emergency measure.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That the Mayor and City Council of Baltimore be and it
is hereby authorized to issue the certificates of indebtedness of
said corporation to an amount not exceeding Thirty Million
Dollars ($30, 000, 000. 00), the said certificates of indebtedness
to be issued from time to time and for such amounts, and
payable at such time or times, and to bear such rate or rates
of interest, all as the Mayor and City Council of Baltimore shall
by ordinance or ordinances from time to time provide; but said
certificates of indebtedness shall not be issued in whole or in
part unless an ordinance or ordinances of the Mayor and City
Council of Baltimore providing for the issuance thereof shall
be submitted to the legal voters of Baltimore City at such
time and place as may be fixed by said ordinance or ordinances
and be approved by a majority of the votes cast at such time
and place as required by Section 7 of Article 11 of the Consti-
