(i) No officer, official, member or employee of any agency of
the
Mayor and City Council of Baltimore, which is vested with
any power or authority to be exercised under the provisions of
this Paragraph (24A), shall be or become financially interested
in any way in any land or property which may be acquired
under any of the provisions of this Paragraph (24A).

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 201
(House Bill 404)

AN ACT to authorize the Mayor and City Council of Balti-
more to issue the certificates of indebtedness of said corpora-
tion to an amount not exceeding Thirty Million Dollars
($30, 000, 000. 00), the proceeds of the same to be used for or
in connection with extending, developing or improving the
harbor or Port of Baltimore and its facilities and the high-
ways and approaches thereto, and for acquiring such floating
equipment as may be needed from time to time to properly
keep the harbor or Port of Baltimore open to navigation at
all times and for defraying certain other costs and expenses;
to authorize the Mayor and City Council of Baltimore to
create an agency thereof to be known as the "Port of Balti-
more Commission", and confer and impose upon said Com-
mission certain powers and duties; providing certain condi-
tions which must be complied with before the proceeds of sale
of the said certificates of indebtedness may be expended; to
authorize said municipality to submit an ordinance or ordi-
nances for said purpose to the legal voters of Baltimore
City; to prohibit and enjoin the Mayor and City Council of
said municipality from enacting any additional ordinance or
