berland, " said new Section to be known as Section 73A,
to follow immediately after Section 73 thereof and to
be under the sub-title "Powers, " authorizing the Mayor
and City Council of Cumberland by ordinance to adopt
daylight saving time; authorizing the calling of a spe-
cial election for the submission of such ordinance, or
any similar ordinance theretofore ordained to a referen-
dum; making: it mandatory to submit such ordinance,
or any such similar ordinance theretofore ordained, to
the voters of the City at the general municipal election
in the year 1952, if no such special election has been
called prior to that time; providing that the power of
the Mayor and City Council of Cumberland HERE-
AFTER to ordain any such ordinance, or to continue in
force any such ordinance theretofore ordained, shall be
contingent upon the will of the voters as expressed at
any such referendum election; and abrogating the pro-
visions of Sections 1 and 2 of Chapter 32 of the Code of
General Ordinances of the City of Cumberland (1950
Edition), or of any similar ordinance theretofore or-
dained, in the event a majority of the voters at any
such referendum election shall vote "Against Daylight
Saving Time. "
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to the Charter
of the City of Cumberland (1950 Edition, being Article
1A, Code of Public Local Laws of Maryland), title "City
of Cumberland, " said new Section to be known as Section
73A, to follow immediately after Section 73 thereof and
to be under the sub-title "Powers, " and to read as follows:
73A. The Mayor and City Council shall be authorized
to adopt the variation from Eastern Standard Time known
commonly as Daylight Saving Time, upon complying with
the requirements of this Section. The Mayor and City
Council HEREAFTER may propose such change by an
ordinance regularly passed, except that such ordinance by
its terms shall be effective only after its approval at a ref-
erendum of the voters, as required herein. Said ordinance,
or any similar ordinance theretofore ordained, may be sub-
mitted to the voters of Cumberland at a special election held
therein, and the Mayor and City Council is hereby author-
ized to order a special election for this purpose. In the event
no such special election is ordered prior thereto, then the
proposed ordinance, or any such similar ordinance there-
tofore ordained, shall be submitted to the voters at the
regular municipal general election to be held in the year
