said new section to be known as Section 45 and to follow
immediately after Section 44 of said Article, as enacted
by Chapter 538 of the Acts of 1947, authorizing and
directing the County Commissioners of Carroll County
to accept the gift of Scott S. Bair and any other gifts
which may be available for the construction of a hos-
pital and authorizing and directing the County Commis-
sioners of said County to levy and appropriate certain
taxes to match such gifts for the construction of said
hospital.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 7
of the Code of Public Local Laws of Maryland (1930
Edition), title "Carroll County, " sub-title "County Com-
missioners, " said new section to be known as Section 45,
to follow immediately after Section 44 of said Article, as
enacted by Chapter 538 of the Acts of 1947, and to read
as follows:

45. The County Commissioners of Carroll County are
hereby authorized and directed to accept the generous offer
of Scott S. Bair to give Carroll County One Hundred Thou-
sand Dollars ($100, 000. ) during a period of three years,
beginning with the year 1951, and any other gifts which
may be made for this purpose, for the construction and
equipment of a hospital, on the condition that the County
will contribute an equal amount for said purpose, up to
One Hundred and Fifty Thousand Dollars ($150, 000. ).

The County Commissioners of Carroll County are hereby
authorized and directed to levy, during each of the years
1952, 1953 and 1954, not exceeding Fifty Thousand Dollars
($50, 000. ) in any one year, a total amount of not less than
One Hundred Thousand Dollars ($100, 000. ) to match the
gift of Mr. Scott S. Bair and such other gifts as may be
made for said purpose during said period.

The construction of the hospital shall MAY be commenced
as soon as the present emergency economic condition will
permit but the beginning of the construction may, in the
discretion of the Commissioners, be postponed until the
funds have been received through gifts and tax levy.
IN THE DISCRETION OF THE COUNTY COMMIS-
SIONERS.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.
