fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 160
(House Bill 366)
AN ACT to authorize and empower the Town of District
Heights in Prince George's County, a municipal corporation,
and the District Heights Commission to construct and recon-
struct streets, roadways, alleys, curbs, sidewalks, gutters and
storm water sewers in said Town, and to borrow on the credit
of the Town for such purposes a sum or sums of money which
shall not, however, at any time exceed the total sum of eight
per centum (8%) per annum of the assessed valuation of all
real property in the Town appearing on the assessment books
of Prince George's County, Maryland, and to issue bonds
or certificates of indebtedness therefor; to provide for the
liquidation of the same and the interest thereon by an annual
front foot assessment on the abutting real property in said
Town where such streets, roadways, alleys, curbs, sidewalks,
gutters and storm water sewers are constructed, and to make
the principal and interest of said bonds or certificates of
indebtedness the direct obligation of said Town, and to ex-
empt said bonds or certificates of indebtedness from the
provisions of Article 31 of the Annotated Code of Maryland
(1939).
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Town of District Heights, a municipal corpora-
tion is hereby authorized to construct and reconstruct streets,
roadways, alleys, curbs, sidewalks, gutters and storm water
sewers in the said Town of District Heights, Maryland, when,
where, and in the manner to be determined by the District
Heights Commissioners.
SEC. 2. And be it further enacted, To effectuate the construc-
tion or reconstruction of streets, roadways, alleys, curbs, side-
