the said person is a natural born citizen of the State or of
the United States, or that the person is or was the wife of a
citizen of the United States prior to September 22, 1922, and
resides therein.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

(House Bill 6)
AN ACT to repeal and re-enact, with amendments, Sub-section
(a) of Section 156 and Sub-section (a) of Section 156A of
Article 66½ of the Annotated Code of Maryland (1947
Supplement), title "Motor Vehicles", sub-title "Operation
of Vehicles Upon Highways", relating to reckless driving
by the operators of street cars, trackless trolleys and cer-
tain agricultural vehicles and to races or speed contests by
the operators of street cars or trackless trolleys.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (a) of Section 156 and Sub-section (a)
of Section 156A of Article 66½ of the Annotated Code of
Maryland (1947 Supplement), title "Motor Vehicles", sub-
title "Operation of Vehicles Upon Highways", be and they are
hereby repealed and re-enacted, with amendments, to read as
follows:
156.
(a) No person shall operate a vehicle, street car or track-
less trolley, as defined in this Article, over any public highway
of the State recklessly or at a rate of speed greater than is
reasonable and proper, having regard to the width, traffic and
use of the highway, or so as to endanger the property and life
or limb of any person or without due regard to wear upon the
said highway so as not to damage, unnecessarily or unreason-
ably the same [, provided that nothing contained in this sub-
section shall apply to the owner or operator of any traction
engine used exclusively for propelling agricultural or farming
implements not designed for hauling purposes on account of
its driving wheels being equipped with standard cleats].
