All changes in approved plans and specifications which
may be found necessary and expedient during the course
of construction shall also be subject to the approval of the
Board of School Commissioners of Baltimore City, and
shall also be recorded by said Board in its official minutes;
(c) No part of the proceeds derived from the sale of the
certificates of indebtedness hereby authorized to be issued
shall be expended without the approval of the Board of
School Commissioners of Baltimore City.
SEC. 6. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 10
(House Bill 5)
AN ACT to repeal and re-enact, with amendments, Section 59
of Article 93 of the Annotated Code of Maryland (1939
Edition), title "Testamentary Law", sub-title "Administra-
tion by an Executor", making the provisions of said section
conform to the laws of the United States relating to the
naturalization of aliens.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 59 of Article 93 of the Annotated Code of
Maryland (1939 Edition), title "Testamentary Law", sub-title
"Administration by an Executor", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
59. When any person so named as an executor in a will
shall be alleged to be an alien, or not a citizen of the United
States, his citizenship shall not be established otherwise than
by a certificate under the seal of the office or court where the
party became naturalized, or by competent testimony that
