shall reconsider it, and if it be not repealed, the mayor and
town council shall submit it to a vote of the duly qualified
voters of said town at the next election; provided, how-
ever, that if the next election shall occur more than ninety
days after the date of passage of said ordinance, the mayor
and town council shall call a special election for the pur-
pose of deciding whether said ordinance shall or shall not
become a law, and the same shall become operative or re-
pealed by the majority of the votes cast in this election.

POWERS

204. The mayor and town council shall have and are
hereby granted authority to exercise all powers relating
to municipal affairs and to pass ordinances and take such
measures as they may deem necessary for the good gov-
ernment, health, morals, safety and improvement of the
town, and to exercise the police power of the town. No
enumerations of power in this or any law shall be deemed
to restrict the general grant of authority hereby given,
unless expressly so stated herein or by such law. The fol-
lowing shall be deemed a part of the power hereby granted
to the mayor and town council and in addition to the above
general grant of powers:

(A) To levy, assess and collect taxes and to borrow
money on the credit of the town, and to levy and collect
special assessments for benefits obtained, as hereinafter
provided for by this Charter.

(B) To pass such ordinances as may be necessary to
prevent and remove nuisances and obstructions from the
streets, sidewalks, lanes and alleys of the town and from
properties adjoining same; and to provide means for the
collection and removal of garbage, trash, rubbish and
other refuse matter within the limits of the town.

(C) To pass such ordinances as may be necessary to
restrain, and punish all nuisances, disorders, annoyances
and disorderly conduct within the town, and for prevent-
ing swine, cattle, fowls, dogs or other animals from run-
ning at large on the streets.

(D) To regulate the speed, weight, and operation of
motorcycles, motor bikes, motor scooters, buses, trucks,
motor vehicles and locomotives within the town limits.

(E) To have authority to order surveys made by a
competent engineer, where deemed necessary, and to pro-
vide by ordinance for the survey, grading, paving, re-
pairing, draining, laying out, extending, opening, closing.
