ing of his ballot in whole or in party the Board of Super-
visors shall determine such dispute, but unless the Board of
Supervisors unanimously decides that an Absentee Resident
is not entitled to register, such Absentee Resident shall be
registered, and unless the Board of Supervisors shall unani-
mously decide that a ballot of any Absentee Resident shall
not be counted, said ballot shall be counted. Said temporary
Boards of Registry and temporary Election Judges herein
provided for shall, with regard to registration and the count-
ing and tabulation of Absentee Ballots, respectively, have
the same powers conferred on the Board of Supervisors of
Elections by this sub-title with regard to such matters, except
as otherwise provided in this section. The compensation of
the members of said temporary Boards of Registry and said
temporary Election Judges shall be the same as that paid
Election Judges in Baltimore City at the same election, and
such compensation shall be paid by the Mayor and City
Council of Baltimore.

227. All Absentee Residents, properly registered under this
sub-title, shall, after their registration as in this sub-title pro-
vided, be entitled to vote either under this sub-title or in
person in the same manner and to the same extent as may
persons registered under the sections of this Article compris-
ing respectively the sub-titles "Registration" and "Inter-
mediate Registrations".

The provisions of this sub-title shall be construed
liberally in order to effectuate its purpose.

The Board shall retain the names and addresses of
Absentee Residents who apply for an Absentee Ballot to be
used in a municipal primary election, and shall also send to
the said Absentee Resident so applying, an Absentee Ballot
to be used in the municipal general election, unless the said
Absentee Resident is known to be deceased or unless he
definitely states in his application for a ballot for the primary
election that he wishes to vote in the primary election only.
Each application for an Absentee Ballot which is received by
the Board less than five days prior to a municipal primary
election shall be treated by the Board as an application for an
Absentee Ballot for the ensuing general election.

230. Whenever the provisions of this sub-title are enforced
at any election, each member of the Board of Supervisors of
Elections of Baltimore City shall be entitled to receive, in addi-
tion to the compensation now paid to it, the further sum of
$200 each for every such election. The Board of Supervisors of
Elections of Baltimore City shall be allowed such further sum
