to grant and convey, in fee simple, an unimproved lot or
parcel of land on the west side of South Main Street, just
south of the southern boundary line of said town, to the
Veterans of Foreign Wars of the United States, Cecil County
Memorial Post No. 6027, Inc., of Northeast.

WHEREAS, the Veterans of Foreign Wars of the United
States, Cecil County Memorial Post No. 6027, Inc., of North-
east proposes to promote a movement for the establishment of
a memorial to the town's war dead; and

WHEREAS, the Town of Northeast owns a lot of land acquired
for a well for its water supply; and

WHEREAS, the town has no present intention to use said lot
for its direct corporate purposes; and

WHEREAS, it is the desire of the officers and residents of the
Town of Northeast to cooperate with the Veterans of Foreign
Wars, Post No. 6027, Inc., of Northeast in establishing such
memorial to the town's war dead; therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That the President and Commissioners of Northeast, a
municipal corporation, be and it is hereby authorized and em-
powered to convey, in fee simple, all that lot or parcel of land
containing 2. 74 acres, more or less, situated on the west side of
South Main Street, just south of the southern boundary line
of said town, and all rights and appurtenances thereto belong-
ing, unto the Veterans of Foreign Wars of the United States,
Cecil County Memorial Post No. 6027, Inc., of Northeast, a
Maryland corporation, its successors and assigns.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.
