[five] Ten Dollars each for each and every day they may be
required to serve, and conduct an election by ballot on the
fourth Monday of June, if not a legal holiday, and if a legal
holiday, then on the day following, for the election of officers
provided for in Section 104 of this sub-title. The polls shall be
opened between the hours of one and eight P. M. The Judges
of Election shall prepare ballots containing the names of those
persons who have complied with the provisions specified in Sec-
tion 112 of this sub-title, making them eligible to become a can-
didate for the office for which they seek. The Mayor and Town
Council shall receive all returns of elections and determine all
cases arising thereunder, except as otherwise provided by Sec-
tion 108 of this Article, and any voter who feels that he has
been aggrieved by any ruling as to the eligibility or his right
to vote may file an appeal to the Circuit Court for Prince
George's County and the same shall be determined by said
Court.

(b) Any person offering to vote whose name shall appear
upon the registration books and who shall establish his iden-
tity to the satisfaction of the Judges of Election shall be fur-
nished by one of the judges with an official ballot having the
initials of said judge thereon, and he shall then repair to one
of the booths or compartments provided and therein mark his
ballot with a pencil marking a cross (X) in the square opposite
the name of each candidate for whom he may desire to vote.
He shall then fold the ballot without displaying the marks
thereon and return it to one of the Judges of Election who
shall in his presence deposit it in the ballot box. Any voter
who shall mar a ballot so that he cannot vote it may return
said ballot to the judge and receive another in its stead, and
he shall in the same way be entitled to a third ballot, but no
more. Said marred ballots shall be immediately cancelled by
the judges by endorsing thereon the word "Cancelled. "

SEC. 2. And be it further enacted, That this Act shall not
become effective unless at the next regular town election there
shall be cast a majority of votes in favor of the amendment to
the town charter as provided in this Act, and that at said elec-
tion the question of the approval or disapproval of the pro-
visions of this Act shall be submitted to the qualified voters
of the said town of Brentwood, as follows, namely: that on the
ballots provided by the Mayor and Town Council of Brentwood
at said election there shall be printed the words: "For Charter
amendment providing compensation for the Mayor and Coun-
cilmen, Supervisors of Election, Clerks, Registration Officials
and Judges of Election, " and "Against Charter amendment
providing compensation for the Mayor and Councilmen, Super-
visors of Election, Clerks, Registration Officials and Judges of
