Dear Mr. President:


I am returning herewith Senate Bill 156, without my ap-
proval, for the following reasons:

This Bill would increase the annual retirement allowance
of Paul C. Dogge from |600, to f900, payable in semi-monthly
installments. The Board of Trustees of the Employees Retire-
ment System feels, and I agree, that Mr. Dogge would receive,
under House Bill 59, as amended, the same benefits which are
provided under the existing law (Article 73-B) as other mem-
bers who were retired because of injuries received in the line
of duty, and who were retired under the old law.

The Board of Trustees and I feel that if this Bill were en-
acted into law, the increased benefits given to Mr. Dogge would
tend to impair the soundness of the present Retirement System.
