Dear Mr. Speaker:


House Bill No. 95 would repeal Section 99 being Article 48A
of the Annotated Code of Maryland (1939 Edition) of the In-
surance Laws requiring policies to be stamped "Authorized to
do business in Maryland". This Section of the law is an in-
tegral part of the penalty provisions of Section 100 relating
to unauthorized companies. The provisions of Section 99 have
existed since 1922, and if unnecessary or unduly onerous, such
consideration may be entertained in connection with the
necessity and desirability of change in the language of Section
100 of Article 48A.

I am, therefore, returning the Bill herewith without my
approval.

Dear Mr. Speaker:


I am returning herewith, without my approval, House Bill
117, for the following reasons:

This Bill which would provide for the extension of the term
of the incumbent actuary after attaining the age of retirement
if, in the judgment of the Insurance Commissioner such ac-
tion is deemed necessary for the efficient functioning of the
Department, was intended for the benefit of the late Mr. Cal-
vert F. Stein.

In the interim between the time that the Bill passed the
General Assembly, and it came before me for approval, Mr.
Calvert P. Stein died and, therefore, there would be no useful
purpose served by enacting this Bill into law.
