Dear Mr. Speaker:

House Bill No. 453 would increase the fees for certain re-
cording services in the Clerk's office of the Circuit Courts in
Baltimore City and all of the counties except Somerset County.
This is in violation of the constitutional provision of Section
45 of Article 3, which provides:

"The General Assembly shall provide a simple and uni-
form system of charges in the offices of Clerks of Courts
and Registers of Wills in the counties of this State and the
City of Baltimore. "

Therefore, I am returning House Bill No. 453 without my
approval.

Dear Mr. Speaker:

House Bill No. 395 would make it unlawful in Anne Arundel
County for minors under fifteen years of age to buy, be pre-
sented with or fire any. 22 caliber rifle.

This Bill would seriously affect Boy Scout Camps and
private school camps along the rivers and Bay fronts in Anne
Arundel County, and also is aimed wholly and solely at. 22
caliber rifles. I can see no justified reason for prohibiting
minors to fire. 22 caliber rifles while permitted to discharge
all other types of firearms.

I am, therefore, returning herewith House Bill No. 395 with-
out my approval.
