Dear Mr. Speaker:


House Bill 669, which would add a new sub-section to
Section 30 of Article 2B of the Annotated Code of Maryland
(1947 Supplement) would establish a special Night Club
License for the sale of alcoholic beverages in Prince George's
County, and relates generally to the requirements and pro-
cedures applicable thereto.

After this Bill was passed by the General Assembly, the
Prince George's County Delegation requested that the Bill
be vetoed, and Mr. Carlyle J. Lancaster, State's Attorney for
Prince George's County advised me that the Grand Jury is of
the unanimous opinion that any law regulating the hours of
sale of alcoholic beverages in the County, which does not con-
form to that of the District of Columbia, will greatly increase
lawlessness in Prince George's County.

Accordingly, I am returning this Bill without my approval.

Dear Mr. Speaker:


House Bill No. 579 authorizes the County Commissioners of
Anne Arundel County to take over and maintain alleys "more
than 18 feet wide, " but in the body of the Bill the figure "18"
was amended to read "10 feet wide. " The discrepancy be-
tween the title and the body of the Act is misleading and
would most probably cause the Bill to be invalid under Section
29, of Article 3, of the Constitution.
