Dear Mr. Speaker:


I return herewith without my approval H. B. 415.

This Bill amends the liquor laws to permit the licensing
of yacht clubs under certain conditions, and is intended to
apply to only one place located in the Eighth District of Anne
Arundel County.

The Bill is designed to accomplish the purpose of a previous
measure which, on the advice of the Attorney General, I
vetoed.

Dear Mr. Speaker:


House Bill 668, which relates to the definition of restaurant,
and the sale of alcoholic beverages on New Year's Bay in
Prince George's County was submitted to the Hon. Hall Ham-
mond, the Attorney General, for his advice as to its form and
legal sufficiency. Mr. Hammond has advised as follows:

"House Bill 668 changes the provision of the Code, Article
2B, 'Alcoholic Beverages, ' which defines a Restaurant so that in
Prince George's County, instead of 'restaurant' meaning an
establishment wherein the average daily receipts from the sale
of food exceed the average daily receipts from the sale of
alcoholic beverages, the word 'restaurant' would mean any
establishment equipped with a dining room and complying
with the provisions of the County Health Department. "

Mr. Hammond and I agree that the wisdom of the change
in the law applicable to Prince George's County is doubtful.

Therefore, I am returning this Bill without my approval.
