ford County, the County Commissioners are hereby authorized
to designate suitable persons in appropriate locations of the
County for the purpose of assisting the County Treasurer or
tax collecting officer in the performance of their duties in col-
lecting license fees and issuing licenses and tags under the pro-
visions of this sub-title at such compensation as the said
County Commissioners may deem necessary or advisable.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

AN ACT to repeal and re-enact, with amendments, Section 11
of Article 78B of the Annotated Code of Maryland (1947
Supplement), title "Racing Commission"; and to repeal
Section 12 of Article 78B of the Annotated Code of Maryland
(1947 Supplement), title "Racing Commission", and enact
in lieu thereof a new section to be known as Section 12, to
follow immediately after Section 11; relating to payments to
be made into the Racing Fund, the disposition of the Racing
Fund, the appropriation of monies therefrom as grants
toward the capital additions of racing licensees and clarifi-
cation of the law relating thereto.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 11 of Article 78B of the Annotated Code of
Maryland (1947 Supplement), title "Racing Commission", be
and it is hereby repealed and re-enacted, with amendments, to
read as follows:
11. Said Racing Commission shall have full power to pre-
scribe rules, regulations and conditions under which all horse-
races shall be conducted within the State of Maryland. Said
Commission may make rules governing, restricting or regu-
lating betting on such races and may fix, regulate and condi-
tion the rate of charge by the licensee for admission, or for
