2050 LAWS OF MARYLAND [CH. 702

CHAPTER 702

(House Bill 523)

AN ACT to add eight new sections to the Charter of the City
of Cumberland (1950 Edition, being Article 1A of the Code
of Public Local Laws of Maryland), title "City of Cumber-
land, " said new sections to be known as Sections 215 to 222,
inclusive, to follow immediately after Section 214 of said
Charter and to be under the new sub-title "Charter Amend-
ments, " authorizing the City of Cumberland by public refer-
endum to amend its Charter and relating generally to the
procedures and requirements for such amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That eight new sections be and they are hereby added
to the Charter of the City of Cumberland (1950 Edition, being
Article 1A of the Code of Public Local Laws of Maryland),
title "City of Cumberland, " said new sections to be known as
Sections 215 to 222, inclusive, to follow immediately after
Section 214 of said Charter and to be under the new sub-title
"Charter Amendments, " and all to read as follows:

CHARTER AMENDMENTS

215. (Authorized. ) Amendments to this Charter may be
made by proposal and approval within the City of Cumber-
land as hereinafter provided. Charter amendments may add
a new section or sections to the Charter, repeal a section or
sections of the Charter, or amend a section or sections of
the Charter. Provided, however, that this sub-title shall
not be construed to authorize any Charter amendment which
would abolish the Civil Service or Merit System in opera-
tion in the City of Cumberland as of January 1, 1951, or
which would provide that any positions or types of employment
covered by said Civil Service or Merit System as of January 1,
1951, should no longer be included therein.

216. (Proposal by Mayor and City Council. ) Amendments
may be proposed by a majority vote of all the members of the
Mayor and City Council. The ordinance proposing an amend-
ment shall provide for an expression of the will of the qualified
voters at a special or the next succeeding municipal general
election.
