17A WAS AMENDED BY CHAPTER 44 OF THE ACTS OF
1950 AND AS said Section 16 WAS AMENDED BY CHAP-
TER 744 OF THE ACTS OF 1949 AND SAID SECTION
18 (A) was amended by Chapter 246 of the Acts of 1949, be
and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:

4. Said Commission shall meet at such times and places
within the State of Maryland as the Commission shall deter-
mine. The members thereof shall be entitled to their reason-
able expenses for each meeting so attended [, with the excep-
tion of the meetings held at the offices which the Commission
shall maintain within the City of Baltimore]. A majority
of the Commissioners shall constitute a quorum for the trans-
action of any business, for the performance of any duty, or for
the exercise of any power of the Commission. The Commission
may appoint [a Secretary and] such officers, [clerks, steno-
graphers, ] inspectors [, ] and experts [and employees] as
may be necessary [, all of whom] who shall serve during the
pleasure of said Commission and may appoint a Secretary and
such clerks and stenographers as may be necessary, who shall
be members of the Merit System.
The Secretary shall keep a
record of all proceedings of the Commission, and shall preserve
all books, maps, documents and papers belonging to the Com-
mission or intrusted to its care, and perform such other duties
as the Commission may prescribe. The Commission shall make
an annual report to the Governor on or before the first day of
January, which report shall include a statement of receipts
and disbursements by the Commission, and any additional in-
formation and recommendations which the Commission may
deem of value.

5. (b) All officials at any race meeting, as this term is cus-
tomarily understood in racing, including by way of enumera-
tion only and not in limitation, stewards, placing judges,
patrol judges, clerks of the scales, starters and assistants,
handicapper, timer, paddock judge, veterinarian attached to
the paddock, racing secretary and clerk of the course shall be
employed and paid by the licensee conducting the race meet-
ing; provided, however, that there shall be three stewards at
every race meeting conducted by any licensee licensed under
the provisions of Section 7 [or], 15 or 17 of this Article, one
of whom shall be named by the Commission, one by the licensee
and the third named by the first two.

12. (a) For the calendar year 1947 and for each year
thereafter, each licensee licensed under the provisions of

Section 7 of this Article shall, as the agent of the Racing
