FOR SUCH MAKES OF VEHICLES AS ARE SO IDEN-
TIFIED UNTIL THE MANUFACTURERS THEREOF
ADOPT AND USE AN IDENTIFICATION NUMBER
ONLY, AND SHALL APPLY ONLY TO THE VEHICLE
FOR WHICH IT IS ISSUED.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.

AN ACT to add three new sub-sections to Section 3 of
Article 25A of the Annotated Code of Maryland (1939
Edition), title "Chartered Counties of Maryland", sub-
title "Enumeration of Express Powers", said new sub-
sections to be known as sub-sections (U), (V) and (W)
and to follow immediately after sub-section (T) of said
section, adding to and extending the express powers of
chartered counties be enabling such counties to enact
local laws providing for the establishment of a county
planning commission, the adoption of ordinances relat-

ing to zoning and other land uses, MONTGOMERY

COUNTY, BY ENABLING SUCH COUNTY TO EN-
ACT LOCAL LAWS PROVIDING FOR THE disposal
of wastes, and the construction, repair, and use of streets
and highways and building and other structures, the
development and administration of recreational pro-
grams, and the establishment of a county board of
appeals; and prescribing and restricting the method of
appeal from decisions of such board, AND VALIDAT-
ING ANY LOCAL LAWS PASSED BY THE COUNTY
COUNCIL FOR MONTGOMERY COUNTY AT ITS
