immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact with amendments Section 581
of the Code of Public Local Laws of Anne Arundel County,
1947 edition, (Article 2 of the Code of Public Local Laws
of Maryland), title "Anne Arundel County", sub-title "Treas-
urer", to change the time of mailing notices of delinquent
taxes and of advertising sale, and relating to the charge
for advertising notice of sale and the newspapers in which
same may be published, and exempting the treasurer from
liability for failing to deliver personalty sold at tax sale or
for defects of purchaser's title, and omitting obsolete pro-
visions allowing extra time for paying and collecting taxes
for the years 1931 to 1934.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 581 of the Code of Public Local Laws of
Anne Arundel County, 1947 edition, (Article 2 of the Code of
Public Local Laws of Maryland), title "Anne Arundel County",
sub-title "Treasurer", be and the same is hereby repealed and
re-enacted with amendments, to read as follows:
581. [Immediately after the first day in February, in the
year nineteen hundred and thirty-six, and each and every year
thereafter, and in no event later than the tenth day of said
month, ] The treasurer shall annually make an alphabetical
list by election districts, in their numerical order, of all taxes
due and in arrears, a brief description of the property suffi-
cient to identify it, and taken from the assessment books of
the county, the amount of the tax levied and in arrears, and
all taxes in arrears, with interest accrued, and to accrue
