surveys, estimates of costs and revenue, other expenses
necessary or incident to determining the feasibility or
practicability of construction of any project, administra-
tive expenses, and such other expense as may be necessary
or incident to the construction of
the project, the financing
of such construction and the placing of the project in opera-
tion. Any obligation or expense heretofore or hereafter
incurred by said University for preparation of plans and
specifications, and other engineering services in connection
with the construction of a project shall be regarded as a
part of the cost of such project and may be reimbursed to
said University out of the proceeds of the revenue bonds
hereinafter authorized.

235B. [The Authority] In order to provide additional
facilities for University of Maryland students, the Uni-
versity of Maryland
is hereby authorized and empowered:

(a) To construct, maintain, equip, repair and operate a
combination physical education [, ] and auditorium [and
indoor athletics] building, three dormitories, ten other
housing units for fraternities and sororities, a [general
recreation] student union building, including a student
supply store and post office boxes and facilities,
at College
Park and a [general recreation] student union building,
including a student supply store and post office boxes and
facilities,
in Baltimore;

(b) To issue revenue bonds of the University for the
purpose of paying all or any part of the cost of any one or
more of said projects;

[(b)] (c) To fix and revise from time to time, fees and
other charges to students, to fix charges for any other
group or individuals making use of the above-proposed
buildings [in order to provide funds for retirement of reve-
nue bonds issued for the hereinstated purposes];

[(c)] (d) To acquire, hold and dispose of real and per-
sonal property in the exercise of its powers and the per-
formance of its duties under this sub-title;

[(d)] (e) To make and enter into all contracts and
agreements necessary or incidental to the performance of
its duties and the execution of its powers under this sub-
title, and to employ consulting engineers, attorneys, con-
struction and financial experts and such other employees
and agents as may be necessary in the opinion of its Board
of Regents and to fix their compensation;
provided that all
such acts and agreements shall be payable solely from the
proceeds of revenue bonds issued under the provisions of
this sub-title or from revenues otherwise provided;
