subject to the provisions of the Budget. The State Auditor,
the Deputy State Auditor and the Assistant State Auditors,
under the supervision and direction of the Comptroller,
shall have and exercise all the rights, powers, duties, obli-
gations and functions conferred upon them by law.
SEC. 2. And be it further enacted, That a new section
be and it is hereby added to Article 64A of the Annotated
Code of Maryland (1939 Edition), said new section to be
known as Section 3D and to follow immediately after Sec-
tion 3C of said Article and to read as follows:
3D. Those Assistant State Auditors who were employed
in the State Auditor's Office as of November 1, 1950, and
who had had at least one year's service in such positions
immediately prior to such date shall be included in the
Classified Service of the State as of the effective date of
this Act. They shall be continued in said positions without
examination and thereafter shall hold their positions in
the Classified Service in accordance with the provisions of
this Article.
Sec. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three fifths of all the members elected to each of
of the two Houses of the General Assembly, the same shall
take effect from the date if its passage.
SEC. 3. AND BE IT FURTHER ENACTED, THAT
THIS ACT SHALL TAKE EFFECT JUNE 1, 1951.
