majority of the Council shall constitute a quorum for the
transaction of business, and the Council shall pass rules and
by-laws for their own government while in session; upon a tie
vote the vote of the Mayor shall be deciding. Any single action
of the Council relative to the borrowing of money or expendi-
tures of $10, 000. 00 or more, receiving less than four affirmative
votes, shall be submitted to the Mayor for his approval; if he
does not approve, it shall not become effective until it does re-
ceive an affirmative vote of four Council members. In the ab-
sence of the Mayor at any meeting, the Councilman designated
in Section 1189 (M) to act as Mayor in case of the absence or
disability of the Mayor shall preside; if such Councilman is
also absent, the Council shall designate one of the Councilmen
present to preside; a Councilman presiding in the absence of
the Mayor shall retain his vote as Councilman, but shall have
no additional vote in case of a tie.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

CHAPTER 90
(House Bill 42)
AN ACT to repeal and re-enact, with amendments, Section 5 of
Article 38 of the Annotated Code of Maryland (1947 Supple-
ment), title "Fines and Forfeitures", relating to the amount
of money to be provided each year for the use of the Court
Library in Harford County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 5 of Article 38 of the Annotated Code of
Maryland (1947 Supplement), title "Fines and Forfeitures",
be and it is hereby repealed and re-enacted, with amendments,
to read as follows:
5. (a) One-half of the fines imposed and recognizances for-
feited to the Circuit Court for the several counties of the State,
shall be paid to the clerks of the respective courts, to be ex-
pended under the direction of the judge or judges of said
