SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

CHAPTER 89
(House Bill 38)

AN" ACT to repeal and re-enact, with amendments, Section
1191 (a) of the Montgomery County Code (1947 Edition—
being Section 104-6 (a) of the 1950 Edition), and Section
1297 (a) of the Prince George's County Code (1943 Edition),
as said section was amended by Chapter 374 of the Acts of
1949, prescribing the rules governing a quorum of the City
Council of the City of Takoma Park and the procedure in
the case of the absence of the Mayor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 1191 (a) of the Montgomery County Code
(1947 Edition—being Section 104-6 (a) of the 1950 Edition),
and Section 1297 (a) of the Prince George's County Code
(1943 Edition), as said section was amended by Chapter 374
of the Acts of 1949, be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

1191 (a) (104-6(a)).
1297 (a).

The Council shall meet at some convenient place in said
city on or before the fourth Monday in April next succeeding
their election, and as often thereafter as may be necessary to
discharge the duties of their office; not less, however, than once
in every month. [A majority of the Council shall constitute
a quorum for the transaction of business and the Council shall
pass rules and by-laws for their own government while in
session; upon a tie vote the vote of the Mayor shall be decid-
ing; in the absence of the Mayor at any meeting the members
of the Council present shall elect one of their own number to
preside during his absence who, for the time being shall be
clothed with all the powers and authority of the Mayor. ] A
