copy of the charges against him, and an opportunity of
being publicly heard in person or by counsel, in his own
defense, upon not less than ten days notice. If any mem-
ber of a county board shall be removed, the State Super-
intendent of Schools shall file in the office of the Clerk of
the Circuit Court for the County for which the member
was appointed, if the member so requests, a complete state-
ment of all charges made against such member, and his
findings thereon, together with a complete record of the
proceedings. Vacancies on any of the county boards for
any cause shall be filled by the Governor for the unexpired
term, and until a successor shall qualify. Any member of
a county board shall be eligible for reappointment, unless
otherwise disqualified by the provisions of this section.

7C. The Governor shall appoint a County Board of
Education for Allegany County, to be composed of five per-
sons, of whom at least two shall be women, and of whom
at least two shall be members of that political party which
polled the second highest number of votes in the most re-
cent gubernatorial election in the State. The terms of office
of those persons who comprise the Board of Education as

of the first Monday, in May, JUNE 1, 1951, shall end as of
that day. The terms of the first Board appointed under the

provisions of this section shall begin as of that day and the

several members of such Board shall have terms of one,

two, three, four and five years respectively, as designated

by the Governor. Thereafter, the Governor shall appoint

ENT BOARD OF EDUCATION SHALL FIRST EXPIRE
BEFORE ANY APPOINTMENTS SHALL BE MADE
UNDER THE PROVISIONS OF THIS SECTION TO
FILL SAID RESPECTIVE TERMS OF OFFICE. THE
TERMS OF OFFICE OF THE MEMBERS TO BE AP-
POINTED BY THE GOVERNOR AS OF JUNE 1, 1951,
UNDER THE PROVISIONS OF THIS SECTION,
SHALL CORRESPONDINGLY BE DESIGNATED SO
THAT THE SEVERAL MEMBERS OF THE BOARD OF
EDUCATION, AS COMPRISED ON JUNE 1, 1951.
SHALL HAVE TERMS OF ONE, TWO, THREE, FOUR
AND FIVE YEARS, RESPECTIVELY, as of the first
Monday in May of each year, one person to fill the vacancy
of the members whose term is then expiring. Nothing in
this section shall be construed to prevent the Governor
from appointing to any Board appointed under the provi-
sions hereof, any person who may have served on any pre-
vious board of Education in Allegany County. Except as
in this section specified, the provisions of Section 6 here-
