Emergency Hospital Association is unable to raise the addi-
tional funds needed to complete the project; and
WHEREAS, with the rapid growth growth of population in the
Fifth District of Anne Arundel County, there is an increasing
need for adequate hospital facilities in this area, a need to
which the County Commissioners should be empowered to
contribute within the next ten years; and
WHEREAS, in order to meet this emergency situation relating
to hospitalization facilities now existing in Anne Arundel
County and to protect the health and welfare of the people of
said County; now therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Anne Arundel County
be and they are hereby authorized and empowered to raise,
contribute and deliver to the Board of Managers of Annapolis
Emergency Hospital Association, a Maryland corporation oper-
ating Anne Arundel General Hospital, at Annapolis, a sum
not exceeding $600, 000. 00 to be used and applied by said cor-
poration exclusively for the purpose of defraying in part the
cost of financing the erection of an addition and alterations,
improvements and enlargement to said Hospital; the same to
be accomplished by the issue and sale of bonds upon the full
faith and credit of Anne Arundel County in the manner and
upon the terms and conditions hereinafter set forth; provided
that the Annapolis Emergency Hospital Association shall, at
a special or regular meeting held before the issuance of the said
bonds, have amended its By-Laws so as to provide for the ap-
pointment by the Board of County Commissioners of Anne
Arundel County of two of its members to the Board of Managers
of said Association, said appointments to run concurrently
with the terms of office of said appointed Commissioners; pro-
vided, further, that the right of appointment of said two mem-
bers shall continue for as long as any bonds of this issue shall
be outstanding.
SEC. 2. And be it further enacted, That the said County Com-
missioners are further authorized and empowered to raise,
contribute and deliver toward the cost of constructing and fur-
nishing a hospital in the Fifth District of Anne Arundel
County, the sum of $600, 000. 00, or any part thereof, at any time
within ten years from the effective date of this Act. Said
money shall be obtained as provided in Section 1 hereinabove,
and subject to a similar condition for providing that the said
County Commissioners shall appoint two persons to the Board
of Managers of the said new hospital.
SEC. 3. And be it further enacted, That the bonds hereby
authorized to be issued shall be known as "Anne Arundel
