of Storm Water Drainage Act", then this Act shall not become
effective and it shall be null and void, but if a majority of the
votes cast are "For Adoption of Storm Water Drainage Act",
then this Act shall immediately become effective.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 560)
AN ACT to repeal and re-enact, with amendments, Sections
21, 22 and 23 of Article 2 of the Annotated Code of Maryland
(1947 Supplement), title "Agents and Factors", sub-title
"Factors' Lien", and to add a new section to said Article 2,
said new section to be known as Section 26A and to follow
immediately after Section 26 of said Article and sub-title,
re-defining certain terms, relating to the continuing general
lien of factors on merchandise and the proceeds of the sale
thereof and providing for the foreclosure of such lien.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 21, 22 and 23 of Article 2 of the Annotated
Code of Maryland (1947 Supplement), title "Agents and Fac-
tors", sub-title "Factors' Lien", be and they are hereby repealed
and re-enacted with amendments, and that a new section be
and it is hereby added to said Article 2, said new section to be
known as Section 26A and to follow immediately after Section
26 of said Article and sub-title; all to read as follows:
21. The term "factor", wherever used in this sub-title of
this Article, shall mean persons, firms, banks, and other corpo-
