by the Mayor and Common Council of Seat Pleasant and shall
bear interest at a rate not to exceed six per centum (6%) per
annum from and after thirty (30) days from the date of each
annual levy or assessment, and any assessment or part thereof,
including interest and penalties remaining due and unpaid,
shall be
enforced and collected by the Mayor and Common
Council in the same manner as town taxes are now enforced

and collected, as now or hereafter prescribed and required by
law.

(d) The Mayor and Common Council, in its discretion, may
contribute from the general funds of the Town up to twenty-
five per cent (25%) of the cost of a drainage project, and is
hereby authorized to receive from the Washington Suburban
Sanitary Commission any part of the cost of any such drainage
project.

(e) The Mayor and Common Council may require any owner
or developer of a sub-division or tract of land upon which dwell-
ings, apartments, stores or other buildings are to be erected to
contribute what it deems to be a fair share of the cost of a
drainage project before it approves or constructs such project,
such contribution to be paid in cash before construction begins
or secured to the satisfaction of the Mayor and Common Coun-
cil; and said Mayor and Common Council may construct any
part of an approved drainage project, provided the person or
company interested contributes not less than one-half of the
cost thereof.

(f) No drainage plan, system or design shall be adopted, or
any drainage system constructed, except for the protection of
an individual's home, by any person, firm or corporation unless
such plan or design has been approved by the Washington Sub-
urban Sanitary Commission.

SEC. 2. And be it further enacted, That this Act shall not be-
come effective until it shall have been submitted to the quali-
fied voters of the Town of Seat Pleasant, Prince George's
County, at a special election to be held the first Monday in
June, 1951, and there shall be printed on the ballots to be used
at said election, the title of this Act and underneath said title
on separate lines, square or box to the right of and opposite the
words "For Adoption of Storm Water Drainage Act", and a
corresponding square or box to the right of and opposite the
words "Against Adoption of Storm Water Drainage Act", so
that the voters shall be able to designate by a cross mark in
the proper square or box his or her decision for or against said
proposed act. If it shall appear, from the results of said elec-
tion, that a majority of the votes cast are "Against Adoption
