for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

(House Bill 45)
AN ACT to repeal and re-enact, with amendments, Sections
487 (b), 495 and 499 of the Code of Public Local Laws of
Anne Arundel County (1947 Edition), being Article 2 of the
Code of Public Local Laws of Maryland, title "Anne Arundel
County, " sub-title "Sanitary Districts", Section 487 (b)
having been amended by Chapter 87 of the Acts of 1950, and
to add a new section to said Article to be known as Section
495A and to follow immediately after Section 495 of
said Article, relating to the compensation of the Sanitary
Commissioners of Anne Arundel County, to the incorpora-
tion of a new area as a part of the whole Sanitary District,
with authority in the Commission to accept or deny the
petitions for such incorporations, to an increase of the per-
centage of assessed value of property within the area subject
to the jurisdiction of the Commission, against which bonds
may be issued, to the payment by the property owners within
the area petitioned for incorporation, of the cost of surveys,
plans, engineers' reports and estimates, and to the right of
the property owners in the petitioned area to appeal the
decision of the Commission pertaining to the incorporation
of a new area.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 487 (b), 495 and 499 of the Code of Public
Local Laws of Anne Arundel County (1947 Edition), being
Article 2 of the Code of Public Local Laws of Maryland, title
"Anne Arundel County, " sub-title "Sanitary District" Section
487 (b) having been amended by Chapter 87 of the Acts of
1950, be and they are hereby repealed and re-enacted, with
