THE WORDS 'TOR SEWERAGE SYSTEM BOND
ISSUE" AND THE WORDS "AGAINST SEWERAGE
SYSTEM BOND ISSUE", WITH SUITABLE PROVI-
SION TO BE MADE FOR THE VOTER TO INDICATE
HIS CHOICE ON SAID QUESTION. IF A MAJORITY
OF THE QUALIFIED VOTES CAST ON SAID QUES-
TION SHALL BE CAST "FOR SEWERAGE SYSTEM
BOND ISSUE", THEN THIS ACT SHALL BECOME
EFFECTIVE IMMEDIATELY ACCORDING TO ITS
TERMS. IF A MAJORITY OF THE VOTES CAST ON
SAID QUESTION SHALL BE CAST "AGAINST SEW-
ERAGE SYSTEM BOND ISSUE, " THEN THIS ACT
SHALL NOT BECOME EFFECTIVE AND SHALL BE
WHOLLY NULL AND VOID.
SEC. 42 13. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed upon a yea and nay vote, supported by
three-fourths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

(Senate Bill 383)
AN ACT to repeal and re-enact, with amendments, Sec-
tion 324 of Article 56 of the Annotated Code of Mary-
land (1947 Supplement), title "Licenses", sub-title "Dog
Licenses in the County", as amended by Chapter 660 of
the Laws of Maryland (1949 session), and Sections 328
and 330 of Article 56 of the Annotated Code of Maryland
(1939 Edition), title "Licenses", sub-title "Dog Licenses
in the County", to permit the County Council of Mont-
gomery County to determine license fees for dogs and
to control within Montgomery County unlicensed dogs
and dogs which do damage to property.
SECTION 1. Be it enacted by the General Assembly of Maryland,

Maryland (1947 Supplement), as amended by Chapter
660 of the Laws of Maryland (1949 session), and Sections
