incurred in the line of duty, or not through his own mis-
conduct or negligence, he shall be paid for life a sum pro-
rated in the proportion that his years of service as a police-
man bears to the whole period of twenty years; provided,
however, that any compensation he may receive from any
kind of Group Disability Policy covering disabilities due to
illness or disability resulting from accidents incurred when
not engaged in the performance of his duties shall be
deducted from his retirement pay. The board of aldermen
may cause such retired officer to be examined from time
to time, by two physicians, and if found capable of per-
forming the duties of a policeman, his payments shall cease.
GROUP DISABILITY POLICY
197. In addition to the compensation insurance now
carried by the mayor and aldermen of Frederick, for the
benefit of the policemen injured while in the performance
of their duties, the City of Frederick may also carry, for
the benefit of the members of the police force, what is
known as a Group Disability Policy, covering disabilities
due to illness and disability resulting from accidents, when
not engaged in the performance of their duties, which
may or may not include life insurance. The board of alder-
men shall have full power and authority to determine the
kind and character of policy to be secured under the provi-
sions of this section. The premium on any such policy shall
be paid one-half by the City of Frederick and the other
half shall be deducted pro rota monthly or semi-monthly
from the salaries of the policemen. This policy shall not
cover special or part-time policemen.
CHIEF OF POLICE
198. (a) In addition to the regular personnel of the
policemen appointed, the mayor is directed to appoint,
subject to the approval of the board of aldermen, at the
usual time for making appointments, in June, 1951, or
thereafter, whenever deemed advisable, a Director of Pub-
lic Safety, or Chief of Police, who shall be a graduate of
the Academy School of the United States Federal Bureau
of Investigation, provided one is available and acceptable
to the mayor and aldermen of the City of Frederick. In
the event a graduate is not available and acceptable, the
mayor shall appoint, subject to the approval of the board
of aldermen, some suitable person for that position. The
Director of Public Safety or Chief of Police shall be paid
such compensation as the mayor and aldermen of the City
of Frederick may prescribe. He shall serve at the pleasure
