property, parks, playgrounds, recreational areas, and
such other public works or improvements as the city may
undertake.

(b) Recommend from time to time to the board of alder-
men through the mayor such public works or improvements
as he deems necessary.

(c) See that the building and plumbing codes of the
city are enforced.

(d) Supply engineering advice to the mayor, the board
of aldermen, or other officers of the city when they request
it.

(e) Do such other things as the board of aldermen or
the mayor may require.

The authority and control of the Department of Public
Works and the city engineer over the public works func-
tions of the city shall be subject to the provisions of state
law, this charter, and such ordinances and regulations
as may be passed by the board of aldermen relating to
planning and zoning.

ARTICLE XI

PUBLIC WAYS AND SIDEWALKS
DEFINITION

141. The term "public ways" as used in this charter,
shall include all streets, avenues, roads, highways, public
thoroughfares, lanes, and alleys.

CONTROL

142. The City of Frederick shall have charge of all
the public ways in the city except such as may be under
the jurisdiction of the Maryland State Roads Commission.
Subject to the laws of the State of Maryland and to this
charter, the City of Frederick may do whatever it deems
necessary to establish, operate, and maintain in good con-
dition the public ways of the city.

PUBLIC WAYS

14S. The City of Frederick shall have the power:

(a) To establish and change from time to time the
grade lines, width, and construction materials of any city
public way or part thereof.
