of the city shall make any contribution to the campaign
funds of any political party or any candidate for public
office or take any part in the management, affairs, or
political campaign of any political party, further than in
the exercise of his right as a citizen to express his opinion
and to cast his vote.

Any person who by himself or with others wilfully or
corruptly violates any of the provisions of this section
shall be guilty of a misdemeanor and shall, upon convic-
tion thereof, be punished by a fine of not more than one
hundred dollars ($100. 00), or by imprisonment for a term
not exceeding ninety days, or both by such fine and im-
prisonment. Any person who is convicted under this sec-
tion shall for a period of five years be ineligible for ap-
pointment or employment in a position in the city service,
and shall, if he be an officer or employee of the city, imme-
diately forfeit the office or position he holds.

ARTICLE X

DEPARTMENT OF PUBLIC WORKS
CITY ENGINEER

139. There shall be a Department of Public Works
headed by the city engineer. The city engineer shall be
appointed by the mayor with the advice and consent of
the board of aldermen, and shall serve at the pleasure of
the mayor. He shall be a registered professional engi-
neer in the State of Maryland. His compensation shall be
determined by the board of aldermen. For convenience of
administration, the mayor and the city engineer, with the
consent of the board of aldermen, may divide the Depart-
ment of Public Works into bureaus, such as a bureau of
engineering, a bureau of streets, a bureau of water supply,
a bureau of sanitation, a bureau of electric lights, a bu-
reau of parks and public property, and other similar
bureaus.

DUTIES

140. Under the supervision of the mayor, the city en-
gineer shall:

(a) Have general supervision and direction over the
construction, operation, maintenance, and repair of the
city public ways, sidewalks, gutters, water system and
plant, sanitary sewerage system, sewage disposal plant,
refuse collection and disposal system, public airports, pub-
lie markets, the light and power plant, city buildings and
