(d) Perform such other duties with reference to per-
sonnel administration, not inconsistent with this charter,
as the board of aldermen may require by ordinance.

UNCLASSIFIED AND CLASSIFIED SERVICE

130. The civil service of the city shall be divided into
the unclassified and the classified service.

(a) The unclassified service shall comprise the follow-
ing positions:

(1) The mayor, the aldermen, the city register and col-
lector of taxes, and any persons appointed to fill vacancies
in any of these elective offices.

(2) The city attorney.

(3) The heads of all offices, departments, and agencies
of the city government.

(4) Members of boards and commissions in the city's
service.

(5) Persons employed to make or conduct a special in-
quiry, investigation, examination, or installation, if the
mayor certifies that such work is temporary, and that the
work should not be performed by employees in the classi-
fied service.

(b) The classified service shall comprise all positions
not specifically included by this section in the unclassified
service. All positions in the classified service shall be sub-
ject to the principles of the merit system as provided in
this article. By action of the board of aldermen any posi-
tion in the unclassified service may be transferred to the
classified service
., EXCEPT THE MAYOR, THE ALDER-
MEN, AND THE CITY REGISTER AND COLLECTOR
OF TAXES AND ANY PERSONS APPOINTED TO
FILL VACANCIES IN ANY OF THESE ELECTIVE
OFFICES.

RULES

131. (a) Within six months after the appointment of
the first personnel officer under this article, the personnel
officer shall prepare and recommend to the personnel board
such rules as he may consider necessary, appropriate, or
desirable to carry out the provisions of this article. After
a public hearing thereon, the personnel board shall ap-
prove or reject the rules wholly or in part, or may modify
them and approve them as so modified. Rules and any
