experience in personnel administration. The personnel
officer may have other municipal duties in addition to
those connected with personnel administration. His com-
pensation shall be determined by the board of aldermen.
PERSONNEL BOARD
127. There shall be a personnel board appointed by
the MAYOR AND board of aldermen. The personnel board
shall consist of three members, one of whom shall be desig-
nated by the board of aldermen as chairman. Members of
the personnel board shall serve for a term of six years,
except that of the members first appointed one shall be ap-
pointed to serve for a term of two years, one for a term of
four years, and one for a term of six years. Vacancies shall
be filled by the board of aldermen for the remainder of the
unexpired term. A member of the personnel board may
be removed by the board of aldermen only for cause and
after being given a written statement of the charges
against him and a public hearing thereon. Compensation
of members of the board shall be determined by the board
of aldermen.
QUALIFICATIONS
128. Each member of the personnel board shall be a
qualified voter of the City of Frederick, shall be known
to be in sympathy with the merit principle as applied to
the civil service, shall hold no other city position, and
shall neither hold nor be a candidate for any public elec-
tive office. No more than two of the members of the per-
sonnel board shall be of the same political party.
DUTIES
129. The personnel board shall have the power and
be required to:
(a) Advise the mayor, the board of aldermen, and the
personnel officer on all problems concerning personnel ad-
ministration.
(b) Make any investigation which it may consider de-
sirable concerning the administration of personnel in the
municipal service and report to the board of aldermen and
the public, at least once each year, its findings, conclu-
sions, and recommendations.
(c) Hear appeals in case any officer or employee in the
classified service is suspended, demoted, or removed and
report in writing to the mayor, the board of aldermen, and
the personnel officer its findings and recommendations.
