(l) Food. To inspect and require the condemnation, if
unwholesome, and to regulate the sale of meats, poultry,
fish, butter, oleomargarine, cheese, lard, vegetables, and
all other food products.

(m) Franchises. To grant and regulate franchises to
electric light and/or gas companies, telegraph companies,
transit companies, water companies, sewer or drain com-
panies, taxicab companies, and any others which may be
deemed advantageous and beneficial to the city; to fix and
to regulate the charges for service whenever the public
interest may be deemed to require it. The city, notwith-
standing anything that may be set out in any such fran-
chise or grant, shall not have the power to divest itself of
the right to regulate and control the use of the rights un-
der any franchise which has been or which may be granted
by it. All such franchises shall be for a definite term of
years not to exceed twenty-five, shall be renewable at the
discretion of the city, and shall specifically set out the na-
ture, right, and duration of same; and no power or right
not expressed in the franchise or grant shall pass there-
under. For any franchise, easement, or privilege hereafter
granted, the city may charge for such franchise, easement,
or privilege when granted, and may charge an annual rent-
al upon any franchise, easement, or privilege for using the
streets, highways, and sidewalks of the city which has
been or may be granted by it.

(n) Garbage. To require, regulate, and/or provide for
the collection and removal of filth, garbage, or any matter
or thing that is or may become injurious to the health or
comfort of the inhabitants of the City of Frederick, and
to contract for the collection and removal of same, or to
have same removed or any nuisance abated by the city; to
provide whether the expense, if 'any, shall be borne by in-
dividual property owners or tenants or shall be paid for
in whole or in part by the city.

(o) Grants-in-Aid. To accept gifts and grants of fed-
eral or state funds from the federal or state governments
or any agency thereof, and to expend the same for any
lawful public purpose, agreeable to the conditions under
which the gift or grant was made.

(p) Hawkers. To regulate and provide for the issuing
of licenses or permits for hawking, peddling, and vending
of wares and merchandise of every description upon the
public ways of the city, and to regulate and provide for
the issuing of licenses or permits to all persons who may
